Instagram App Exclusive to Lumia?

My friend called me just now and asked me was the Instagram app only exclusive to Lumia devices since Nokia was announcing it and not microsoft.? AS well as the VINE app.

He has an 8x(the poor guy lol) but he was wondering was this app exclusive only to us Lumia owners or was it a Windows phone 8 app for all? I said it was Lumia devices probably but i did want to ask to be sure.
