After updating my Nokia Lumia 730 to windows 10 version 10586.420 .... I checked store to download instagram... It showed my phone doesn't have the features to download it..... How can i fix this.. And already restarted several times and it is not working either.

make sure the instagram you're trying to download is the newer version
You can also try 6tag which is an excellent 3rd party app for instagram
