Is it possible to develop mobile apps on win7?

Im doing a Visual Studio course at university and but we all use Windows 7. Is it somehow possible to develop apps for windows mobile 8.1 without having to install Windows 8.1 on our laptops?

Could we somehow hook the phone up and run the debug directly on the phones? Or is a virtual machine our only option?

There was a hack a while back over at XDA-Developers where you could install WP8's SDK - Visual Studio 2012 on Windows 7.

Don't know if its working perfectly or if its up-to-date or for the others in the VS suite, but it probably does.

I haven't tried this myself but you could try installing the Windows 10 TP into VirtualBox or another VM Manager and then install the Visual Studio 2013 Community Edition and the Windows Phone 8.1 SDK.

As long as i know that's not possible, but you could try if the hack from XDA still working.
Post any news so we can get in touch about that ^^.

I would recommend vmware instead of virtualbox. I am currently using virtualbox and very often while connecting my phone it hangs and I have to restart it.
