Is it possible to use 'Hey Cortana' when a Windows 10 tablet screen is off?

I have a small tablet and I wanted to use 'Hey Cortana' to start an app when the screen is off. I thought I heard something about Lumia phones being able to do it from the lock screen but never about the desktop version. Is this possible?

Could you use speech command before w10? does the device have a mic? if so it might simply be a case of downloading the languages for speech and setting up cortana (her own settings)

That doesn't seem to work on a connected standby tablet I have. It does work on my Lumia 930. Quite possibly the connected standby spec doesn't allow for it.
