Is Microsoft too shy about it's approach to the world market or too aggressive?

Looking at the way Microsoft has been marketing it's products, do you believe it is too shy or too aggressive in the way it approaches all the countries in the world?

I used to think that it was doing quite well when I first saw the windows phones and the way they were so much better than the competition - they still are better but with the reduced advertising and marketing, definitely windows mobile devices have become less visible in day to day life.

Just recently Microsoft decided to sell it's top surface devices in 10 countries outside USA. Many countries still haven't seen the new 50 series phones
Again, over 90% of countries haven't seen or heard Cortana
Or Bing rewards - they have a competition running for prizes worth 4000USD but only for Bing Rewards program and those are exclusively USA customers.

However, almost all countries have seen windows OS and MS office - that's a sign of aggressive market push, right? Or is it?
