Is Samsung ATIV SE GSM Unlocked out of the box? [Atleast for outside US]

Hi people
I would like to know if ATIV SE is GSM unlocked out of the box without inserting any verizon sim or unlock code to activate. Is that so?
I already have an ATIV SE which is an unlocked one [Dunno what this means] but on ebay there are two listings it seems. One is an unlocked one which is out of stock and other is mentioned as verizon locked phone
I am planning to buy another for my sister in India. Will that be GSM Unlocked worldwide?

There is only one ATIV SE model - it is Verizon, AND unlocked out-of-the-box.
