Is the Surface Plus program what it looks like to be?

Hi!
And by that, I mean: Is The Surface Plus program a "true" O% APR.
Like, I don't want to finish paying my Surface after 24 month and discover that I have now to pay 19.99% on top of it.
They clearly say, it is a promotional APR at 0% and that non-promotional are 19.99%.
It seems obvious but I prefer to ask.

Has anyone use that Plus service before.

Seems like it. I spoke to a rep. Just know that in the end, you'll be paying a bit more for the device. That said, it does look very good.

I've seen some ppl knocking this but it's funny how some mock MS when Apple has a similar program, though this one is better. Smh.
