Is there a program to allow my windows 10 pc to sent txts over mobile phone network?

My toughbook CF-C1 has a sim card slot.
I've put in an old O2 sim card that still has some credit on it.
Can I now sent text messages, which would mean that I no longer have to carry a mobile phone as well?

If on windows 10 and if you own a WP, the option is already possible via Cortana
