Is there a way to "lock" the Start Screen?

After relieving my wife from the horrid battery life and crashes of her Android with a Lumia 1020 and having that turn into her favorite phone of all time, her mother also requested to be moved away from her crashy, annoying HTC One M7. So I got her a Lumia 640. Took about one hour for her to decide that she absolutely loved it more than any of her other phones, but she's already accidentally pinned a couple of her contacts, and somehow managed to obscure her phone tile in a folder where she was briefly unable to find it.

Got me wondering - is there a way to "lock" the start screen such that no tiles can be pinned, unpinned or moved?
