Is there a way to lock the taskbar so that it is always seen?

In the past, I was able to lock the taskbar so that no matter what program I opened, I would have the taskbar at the bottom. Now, even without checking the box to auto-hide the taskbar, it disappears when I'm playing Minesweeper. Does anyone know of a way that I can make sure the taskbar is always on top or present no matter what program or game I'm using?
