Is there an advantage of the public release of windows 10 over the insider version?

I have a Lumia 640 running windows 10 and I am an insider. I heard that the insider versions of windows 10 have diagnostic software that slow the phone down.
First of all, is this true?
Second, does the public release of windows 10 have this same software?
Are there any advantages to the public release?

I have the same question regarding WM10 and the 640.
