Is there an online diagnostic system to determine the problem on a lumia 1520 phone?

My Lumia 1520 stopped rebooting and functioning. The following are the things I did to try to fix it:
- Charged the phone for several hours using both the wall charger and the wireless charging pad. Did this many time over but to no avail.
- Had a technician open the 1520 to determine the problem. Technician said that the battery is fully charged but the phone still not rebooting. Tried a brand new battery but still the phone didn't reboot.
- Each time I plug the phone it always says it is charging then it will turn off, then it will be on and charging again, then it will turn off again. This is the cycle of the phone.

The phone is running Windows 10.

Have you tried using the recovery tool?

Try downloading the B2X app, I believe there's a tool in there that can help point out the issue.

I just used the Nokia Software Recovery Tool. The phone still not boot up at all. The program cannot detect the phone (cause it won't boot up).

Nokia Software Recovery Tool (NSRT) is useless because it's obsolete. Instead of it, download, install and use Windows Device Recovery Tool (WDRT) with 'My device was not detected' option.

I was finally able to reboot my Lumia 1520 using the usual combination of clicking the side buttons and did a reset as well. All I need to do now is to find a replacement battery for the lumia because it keeps on dying even it is plugged in for charging.
