is there any difference in windows 8.1 preinstalled in small tablet and notebok & PC?

Hi, I just want to know if there is any difference between Windows 8.1 that preinstalled in small tablet with mid-low end spec (like in HP Stream 8/7) and Windows 8.1 that installed in full pc.
In Stream 8 it can go relatively smooth on its small ram & processor, but I can't have it smooth in HP Mini 110 with dual core atom and has 1 GB Ram too.
Is there any visual, feature or element that make it different?

There is no difference. No major difference. The only major differences in Windows 8.1 are the differences between the Home, Pro, etc. flavors. (and potentially the programs installed and overall health of the install)

The HP Mini 110 is much much weaker than the Stream. The Atom's from back in the day (I actually looked it up, that chip in the 110 was around when I was in elementary school - I'm graduating from high school in a week, I actually had a Mini 1000 from around then) weren't fast then, this model is single core I believe actually and is hyperthreaded to show up as dual core.

It wasn't until relatively recently that Atoms really took of in power and efficiency. Fanless-possible Atoms only came out a couple years ago I think.

It's not Windows, its just that the Mini just doesn't have the horsepower to perform.
Some point of reference: Similar HP Mini running Starcraft II - 5 fps, similar hardware to the Stream (except 2 GB RAM), very playable.
 
The smaller tablets come with the Bing version, meaning it's the same 8.1 OS without the capability to change the default search in IE from Bing.

On your slow netbook, have you checked for driver updates?

Uh, so that's really because its old processor. I was thinking they (Microsoft or HP) have tweaking the OS, disabling many feature so it can run faster.
Yeah, it's an old notebook, haha. It was preinstalled with Windows 7 and just week ago I decided to try it to Windows 8.1 and it make me waiting just to open Office.
So, what do you think? Should I go back to Windows 7 (I think I still have the windows 7 license) or jump to Windows 10?

Windows 8.1 should be less resource intensive than 7. It's mostly missing drivers and updates that might've slowed your notebook. Give it a day or two, install all updates and then fresh restart. Also check if you've multiple auto restart services/programs on startup, try disabling some non-critical ones and observe if it makes things better.
