Is Windows 10 Pro capable of utilizing Bluetooth to allow handsfree operation?

I am thinking of buying a custom touch screen double din stereo utilizing a full version of Windows 10 Pro. But before I even explore the options, is it even possible to get Windows 10 Pro to behave that way. I tried on my surface tablet but it is a no go, I am wondering if it simply doesn't have the right hardware or if it is a limitation purposefully not allowed in the OS?

Please before people start posting or bashing Microsoft, I am not interested in negative comments, just a technical discussion of Windows capabilities. Thanks in advance.
