Which app are you using? 6snap is probably one of the best Snapchat clients in the store: 6snap | Windows Phone Apps+Games Store (United States) and the UI isn't much dissimilar to that of the official clients - I have no problems sending video through 6snap

Windows phone does not allow ANY App to send saved video files without special API's. You can record video directly from the App.
