what does it mean & what does it do? Thanks.

That means (if you use a PIN) that you only "see" that you got a "message" but you do not see what is in the message. You only can read it if you unlock your phone. So no other person can read the messages in case you for example leave your phone on the desk (and went for a coffee or whatever)
