Keeping files on local drive

I have been migrating from dropbox to onedrive and it makes no sense to me.
I have a folder on my computer and so move that to the onedrive folder. Those files then get uploaded to the cloud. Great, I get that.
But then when I click on a file in my local onedrive folder it says it has to download it. It seems it has uploaded the files and then deleted them from my pc replacing them with shortcuts which is the last thing I wanted.

Can someone please explain to me what is going on ?
