For my 920 it did not overwrite the wp8.1 backup. And I set it to take a daily backup and these are also not overwritten.
Maybe with a lot off luck or a smart Microsoft software guy you find it in the recycle bin.
However if you login on The Smartphone Reinvented Around You | Windows Phone (United States) you can see your app history and from there you can "send" the apps to your phone while you go through the list.

I totally agree and I presume MS is also informed (with the insider feedback app).
I have now for the last few days a daily backup and i can go to OneDrive and delete backups via the w10 "Change Onedrive backup settings" > "Manage my OneDrive backups online". (which is a nice new feature )

Question, in 8.1, are backups not overwritten?

Mine was not overwritten after installing 10 from 8.1. Maybe because my phone's name in 8.1 was "Nexus" and on 10 is "Nexus10". I now have 2 different backups. Actually 3, 2 8.1 backups and 1 10 backup. All have different names.

On my 920 it didn't overwrite my backups. I originally thought it did.I took someone's advice of doing a factory reset, downloading and updating 10, doing another factory reset, then restoring backup. During one of factory reset on 10, it appeared my 8.1 backup was going. It was still showing my 520 backup, but it wasn't showing my 920 backup. It just showed Windows Phone back. Which was my 10 backup. But after I rolled back to 8.1, I was able to do a restore just like the phone was when I backed up. Of course minus some photos, all music, and all app data; but I'll complain about that another time
