[L521] 8.1 error message 8018830f

Our 8.1 updates finally came through this past weekend. My son and I installed onto our Lumia 521's just fine. My daughter's 521, however, is showing error 8018830f (which, when googled, was a problem they had back in August and supposedly fixed). No idea what to do now. Apparently Windows thought this issue was resolved.

does anyone know if the phone has to be on Black before updating to Cyan? She is still on Amber, never received an update to black. I have searched but cannot find if it makes a difference or not

Mine just downloads and says it can't be open.
