[L950XL] I can not access setup?

i have a new windows 10 microsoft 950xl mobile
when i go for setting or all settings a black empty page opens

Turn off your phone and try again.

Press and hold the power button until you see the "slide down to power off" message then slide the lockscreen down. Turn the phone back on again and see if the issue is fixed.
