Latest preview Stuck at 30%

Gets his, so I've been installing the latest preview for the last 3 hours and its been stuck at 30% Applying PC setting 0% is it broken or is it just taking a crazy amount of time?

I've been having this issue, but I've got 96.7GB free on my Windows 10 partition. It just sits there at 30%. Very confused. While at 30% it does seem to do something, as it sits with the hard disk light flashing away for a while, but then the flashing stops. I left it going overnight, and when I came down this morning it was still on 30%.
