live folders not working in nokia lumia 520 8.1

I recently updated to the new Windows Phone 8.1 update, and when I try putting an app over another, it just doesn't create a folder. I tried many times, but it won't work. What is the problem? plzzzzzz tell me how to do? plzz rpely anyone plzz

Do you have 8.1 or 8.1 with update 1 ??
