Live tile update question ..

I have heard that wp8 live tiles have 30 mins refresh or update cycle ... So , after 30 mins it checks for its updated status and updates itself as necessary ... Am I correct in saying that ?? Now if that's right then how come whatsapp or fb messenger tiles update themselves instantly while weather apps cannot do that ??? I have the weather apps enabled to run in the background ....

So , why so much problem with facebook app , i mean the chat function of the facebook app ( I use fb messenger but still just curious )..

Push notification was badly implemented before, they fixes it but servers have had problems sending notifications to phones. Some troubles were also generated by services not sending notifications to microsoft's servers in time or at all
