Location service still showing up even I switched it off

It seems my phone location service still being requested even I switched off my location service setting. It show location icon on top of the phone beside wifi icon. I bet I have turned it off. Don't know if this is 8.1 update 1 problem or 8.1 problem. Though had noticed this problem before update 1. Have anyone having issues on this?

I had that until I did a soft reset and battery pull.
