Lock Screen - no picture

I upgraded my work laptop from 8.1 to 10. For some reason I cannot set a picture for the lock screen. When I go to the settings to do this, I can choose a picture and it shows correctly in the preview window, but when I lock the screen it is just a solid background that is my Accent color along with the text to press Ctrl+Alt+Del. I also tried adding the weather app and it did not appear either. Anyone else have this issue?
