Looking for IP cam with windows phone app

Hi, I have a problem with a neighbours dog leaving its mess in my garden, so I would like a camera that I cam view from work on my phone via an app, I would also like the camera to be able to record a days footage to memory card or usb.

Does anyone have any advice on this or recommendations?

Probably way more than you're wanting to spend or deal with, but I built a virtual machine on my home server and installed BlueIris. I bought a bunch of cheap Foscam and Ubiquity cameras and mounted them in various places. BlueIris works with just about any camera, it records whenever there's motion so as not to eat up your entire space, and has an adequate web interface that works fine on any browser including phones.

Thanks for the response, was looking to keep it as cheap as possible, I see foscam have a wp app so at the moment looking at one of them
