Lost icons and can't access theme change or properties!!

Not sure why but when I got a windows update earlier in the week, when my laptop rebooted, all my icons had disappeared. I checked up and the icons size etc and made sure it was switched on (icon display) but nothing seems wrong. This happened on my desktop and in file explorer as well. I then thought about changing the theme to switch the icons but I can't find nor access theme chooser. Then tried to see if I could do it manually via properties but that doesn't work either! I'm at a loss to know whats gone wrong. I thought it might be related to the upgrade but uninstalled it and it remained the same. On my desktop all that is there are the names of the files/progs/ etc are there just no icon.
Help!

Hi Welcome to Windows Central! Sounds like you might need to do a in-place repair or refresh-reset. Maybe go in to Advanced Startup and try to restore to a earlier time. I'll be logging on and off all day. If you have questions I'll try to help you.
