Lost Lumia 830, Will Lumia 650 prove worthwhile?

My Nokia Lumia 830 capacitive buttons broke and it became unusable. I exchanged the same on an online website for a budget android. It has 615 processor, 2 gigs of RAM and runs pretty well. The Downside is the camera, it's just awful. Also, i kind of miss using windows, android is good but not for me.

Now, I want to go back to Windows but the 950s are just over my budget and 650 by the numbering sense seems a downgrade from 830. Still, I might be wrong and you guys can help me out. Please tell if Lumia 650 is a worthy upgrade from Lumia 830. How's the performance and camera compared to Lumia 830? If both of these things are better, 650 might work for me.

try the 640 instead, almost the same as the 650 but cheaper and bigger battery
