Lumia 620 Doesn't get updates

Hi there. At beginnigs of the year I've purchased a nice Lumia 620, but I have an issue with the updates. I recived Lumia Amber as well with no problems, but I can't get Lumia Black or Cyan, and both are listed on Nokia's page of avilable updates for my phone model, country and company. When I check updates just tells me that my phone is up to date, but just has Amber.

Where? Which Carrier?

Nokia Care Suite can update phones offline... could try that too although that wipes so backup everything first! (Photo/music to PC)

I'm in Iran in the middle east and I haven't get lumia black update yet. Can I get it by nokia care suite?
When I searche on the internet I just saw some news about updating to lumia amber by nokia care suite.

NCS and the recovery tool can both flash.. Search for them.
