Lumia 635 - Question about Charging

I've been having problems with the phone and had to do a full re-install of the software a couple of days ago. Now, when I connect to usb the screen goes blank, then "NOKIA" appears, then the windows logo, then eventually back to the home screen. This whole process takes about 25 seconds. Is this normal?

I don't think it should be rebooting when you connect the charger.
