According to Microsoft's blog, they're marketing the 650 as a business class device, which is right in line with Microsoft's strategy to target businesses, emerging markets, and the Windows Phone faithful.

The 650 might be the first Lumia that strikes a good balance between all three markets. It's cheap enough that a business can order in bulk, it integrates with all of Microsoft's major services, and it looks very attractive. Because, and let's be honest, employees aren't above caring about looks. They want to show up at meetings with a great looking device just like everyone else.
