yes ST can do 4G on ATT phones, it is doing 4G right now on my 900.

The $449 price is not without a catch though, you have to get a plan....so much for "no commitment"

I would try buying it from the ATT store on Friday, or Amazon (no idea when they will have it)...If the ATT store ask you for your acct info, just tell them that you are buying it as a gift for someone who doesnt have an upgrade. Shouldnt be necessary, but just in case.

Amazon definitely doesnt ask you for acct info to purchase a phone off contract. The ATT site might not be setup for people to purchase anything outside of accessories without being a att customer.
