Lumia 950 dual-SIM, no update available

I'm writing this on behalf of my friend.

He has a 950 dual-SIM. The OS version is 10586.0 and when we check for updates, nothing shows up. I think it's a CIS region model. The phone is not in the preview program.

The official, non-preview update after .0 is .29, right?

Is there anyone out there with a 950 who's still stuck on 10586.0?

Have a CIS dual-SIM model and get the update instantly after purchase (01/16/2016). Region have been set to Russia.

I hate to say it, but I would suggest a hard reset. It seems to unstick the updates. I did a back up, then hard reset, updated phone as a clean install, then reset again and restored the backup. Have been fine ever since.
