Just randomly decided to give it a whirl today (about the 50th time I've tried in the past week or two) and it looks like the offer is back in stock, with an ominous message once you reach the checkout page to hurry because it's in limited supply.

This post is to help alert fellow users to updated availability. Please DO NOT post any "thanks, or cool story bro" messages. ONLY post if you live in North America, have received your redemption e-mail with promo code, attempted to "Claim Offer" and received an "Out of Stock" notification.

Theoretically, this should help others know whether they still have a chance or not.

I just got an email today notifying me that the display dock which was redeemed via the promo code back on Nov. 27th is finally shipping.

I had the problem where I was told the offer was no longer valid.
I had had my 950XL for almost 2 week with no SIM as I was waiting for my wife's 950 to become available.
I was switching from Verizon so I only wanted to make one trip to the AT&T store.
By the time I got my SIM (required for the offer to work) it said it wasn't available any longer.
I just did a factory reset to fix the "no update" issue and tried the Lumia Offers again.
This time it went through! I'm very happy now.

Walk away now!

I fell for this scam offer. I ordered the display dock using the promotional code given and lo and behold it arrived today but not before Microsoft had charged my PayPal account the full ?79.99. Not only that but there is also a pending transaction on my PayPal account for a further ?79.99. So, at the moment, this supposedly free display dock has cost me ?159.98!

As other said, call them or maybe you can even solve this issue via online chat on MS store site.
