Lumia Camera and Rich HDR ?

Question about Lumia Camera. The Rich HDR feature, does that allow one to take HDR images at different exposures, then merge them if desired ?

yes, thats what HDR does.

just move the slider up/down when viewing the image in the photo app. So you choose from 0% to 100% HDR

Which Photo app are you referring too ?

It's only a slider, I multiple images at multiple exposures are not created ?
