Lumia Icon Internet Sharing - IP address changes, cannot use VPN

I just got the Lumia Icon and I've observed a problem with the Internet Sharing that is preventing me from using VPN. What seems to be occurring is that the outside IP address for the Verizon service changes very frequently, and happens as soon as the VPN software creates an isakmp sa, but cannot create an ipsec sa because the VPN end point sees the same sa, but the peer (IP) does not match, so the SA asssociation fails and is removed. It's almost as though something on the phone is being reset when it sees that type of traffic.

Has anyone seen this and is there a workaround?

Not exactly sure what you are talking about when you get into details. But windows phone 8 doesn't currently support VPN from what I know. But it will be supported in windows phone 8.1.
