The trick here is to go to settings>applications>maps, and download maps there.

You'll also want to use either the Maps app or HERE Maps just to use the downloaded maps.

I already mentioned, I don't want to download them...
Isn't there a way to view the map of a place without having to download it like in google maps..

Yes... Just use the mapping applications without downloading the maps...

There is no magical way, the app downloads all information which is not preloaded on the fly.
