Microsoft Account Service is unavailable at moment

I can't download any app from past 1 hour, as I am downloading it showing-
attention required. Tap here ,
then showing We can't connect to the store at the moment. Check your data connection or try again later.
Whereas other app with internet is working fine. I download 3-4 apps for try but same problem in all as no download is possible. I used both 3G & WIFI, I soft-reset for 4-5 times still same problem.
I am using Lumia 720 in India. Is it problem from Microsoft side?

Probably so many people got WPs for Christmas, and are all installing apps at the same time, that MS's servers can't cope.

I tried logging in to my outlook account, and it failed to load. Every other site that I tried has been working fine. Seems like there is some problem with MS servers, and is localized to India based users.
