Microsoft account sign-in error 8004888D

When I attempt to link my Microsoft account to my Lumia 521 it gives me error 8004888D. I have tried both wi-fi and GSM. The phone will download web pages so the connection is active. I've signed into my Microsoft account from my PC, so the passwords is ok. I've also tried creating a new microsoft account from the phone with the same result.
