Microsoft and Developers relationship on Windows 10 Mobile

I know Microsoft did their best to convince developers port their apps to Windows 10 Mobile

But why developers can't port their apps to WIndows 10 Mobile?

I hope to get the real reason about this "Windows 10 Mobile is Dead" app gap issue.

mostly because they don't want to due to very low numbers compared with other platforms

Microsoft would have given something to port windows phone 8.1 code to windows 10 UWP. many apps are still using windows 8.1 sdk and lacks new features.

I'm pretty sure MS attract those dev to develop UWP apps for pc or hololens instead of phone.. But you got WM apps in the process.
