What make you think they stopped?
A lotta things are going on under water in this industry, plus, a game takes years to cook and a lotta under cooking project will fail too. It's kinda the natural of this industry.

1) if there is a drought in games then its probably because there are less games being made. Crackdown was announced in 2014 and Sea of thieves in 2015. Both had multiple delays. If they weren't here what would have been 2018's lineup? How poor was 2017, 2016? Besides the yearly forza we haven't had a AAA anouncement in over 28 months. That will probably go up to 34 months until next E3?
And besides the new forza, what's going to be announce is probably for 2019 at best.
Also did they open a new studio or buy any studios? Yes they got Mojang, but closed a number of studios and ended a number of 1st and 2nd party games...
