missing lens cover/shutter

I just received my 4th 1020 under warranty from AT&T. It is refurbished which I am ok with, hoping they may have fixed some the issues I've experienced on my previous three.

Comparing the newly sent 1020 to the one I'm returning, I noticed that under the glass cover of the lens, the little shutters that cover the lens when the camera is off are missing.

does anyone else lack these shutters?
- should I notify and return to at&t?
- should I be concerned... What purpose do they serve?
- perhaps this was faulty and removed during refurbish?

It's the shutter, a camera needs a shutter, have you taken fotos and manually tried to set the shutter speed ?
