Mobile Build 15031 Stuck

I finally got the new update today for*build 15031 on*my Icon. It finished installing but it keeps getting stuck on Verizon splash screen.
I've tried a few soft resets but still nothing.

You must to use windows recovery tool.

Yes I was afraid of that.
Thanks I got no other options guess back to 8.1 and start all over.
