No, it's becoming that way anyway because of the design changes in Windows 10. They could allow for customization and skins without turning it into an Android clone like they are now.

True, Windows phone does not make money today, but mostly the loss on WP is for Microsoft and not for OEMs. In the case of Android, the loss or low profit is for OEMs, where as Google enjoys great profits from search and apps, at the expense of these manufacturers.
