Mouse Cursor Size Won't Revert

So I just did a reinstall of Windows 10 and I was going through some of the customization options and happened upon the cursor size selector (the one with three size options) and clicked through all three to see which one I preferred. I prefer the smallest but now it's stuck on the middle size.

When I go back to those settings I can adjust the cursor size to the biggest and back down to the mid-size but NOT to the smallest, default size. I can also change the color and all that. I've also gone through the control panel and none of those options seem to help either.

Not sure if this information will make any difference but I had this problem on my initial install of Win 10 that I just refreshed today. Also, I'm using a 4K screen if that helps anything

could the display settings be affecting the cursor size? If you used a larger display scaling, would the small option pop up?
