Surface Pro 2 stuck at boot screen

My surface pro 2 is stuck at boot screen, as in, the surface logo comes on the screen, and I don't even get ... Saying it's either installing or loading anything either.

I've tried to boot into the BIOS by holding down the volume rocker, but it just stays at boot screen.

I've tried holding down on the volume down rocker and booting via USB, but it did nothing either, but perhaps the USB was in a non bootable filesystem for the surface pro 2.

Is there anyway I can do a 2-3 button combination to reset the surface pro 2 out of its current bad state, and factory reset it where I can at least boot via USB with a fat32 filesystem or is my SP2 bricked?

Yes, but you'll need to have a USB recovery drive ready. The instructions for performing the factory reset, as well as instructions on creating and/or downloading a recovery image can be found on this Microsoft page here:

Step 1: Make sure that your Surface is shut down and plugged in.
Step 2: Insert the USB recovery drive into the USB port.
Step 3: Press and hold the volume-down button while you press and release the power button. When the Surface logo appears, release the volume-down button.
Step 4: When prompted, select the language and keyboard layout you want.
Step 5: Select Troubleshoot > Reset this PC.
Step 6: Choose an option:
Keep my files: Removes apps and settings but keeps personal files.
Remove everything: Removes all files, apps, and settings.
Restore factory settings: Removes personal files, apps, and settings, and reinstalls the version of Windows that came installed on your Surface. (This option will appear only if you upgraded your Surface from Windows 8.1 to Windows 10.)

Important
The first time you do a reset, we recommend that you choose Keep my files. If you?re still having problems, reset your Surface again and choose Remove everything. If that option doesn?t help, reset your Surface again and choose Restore factory settings (if the option is available).
Step 7: Select the operating system you want to reset. This refers to the current operating system installed on your Surface.
Step 8: Select Reset.
Surface restarts and the Surface logo appears while the reset process continues (this can take several minutes).
Step 9: Surface Pro 2 only: During the reset, if you see the American Megatrends screen, press the Esc key. If the Surface UEFI screen opens, select Save & Exit.

Hello.
Mine did the same thing.
Already have Win-10 installed and was working just fine.
After 1-1/2 days of allowing it to shut down and restart several times (WIFI CONNECTED), I chose to take mine into my local MS Store.
There they attempted 3 procedures with me with no success.
So, I left it for repair and just picked it back up today.

Seems to work just fine now.

I asked what was the issue and they stated that they have a special way to uninstall and re-install the OS on an SP2.
Asking again what they discovered, they directed me to another individual.
He stated that there was corruption within the OS when updates were performed.
So I suppose, as they stated and I agree, sometimes updates etc will malfunction and have these scenarios occur.
There were 3 updates to install after receiving it back. Downloaded those updates and it's still working OK.
Restarted it after those updates, just for the sake of doing so, and it starts right back up as its suppose to.
I will put my SP2 thru some paces thru the upcoming week.
