My Surface says it is locked and frozen, so how do I get it to open?

my surface says it is locked and frozen so how do I get it to open?

I have tried turning it on and off and it is charged but it just wont let me in...itt says it is locked although it doie let me type in my password but then the screen just goes plain blue

When the screen goes blue, press Windows+L

Then unlock as normal using your password. This usually cures this glitch in Windows 10 TP.
