My Windows 10 Update got to around 60% then I had a power issue and the PC restored now I cant restart the update process? I had started it manually I have tried wuauclt.exe/updatenow with no luck.

Try to delete the content of the Windows\SoftwareDistribution carpet and running again the command on CMD.

Or download the ISO file from Microsoft website. That would be the easiest option if the above didn't work.
