my windows 8 phone wont receive calls or text messages what should i do?

So im 17 and found out today that my mom cant receive calls or text messages on her phone and since my parents are arguing right now and i think my step dad has put something on my moms phone(to spy on her)to make her not have communication with anybody first question can you even spy on a windows 8 phone with a laptop? if yes i really would like to know because i really want to help my mom

I would try the following:

Restarting the phone. (if you have a phone of your own, use it to test hers to see if she ever receives your test calls or messages.)

If that don't work, maybe you can swap her SIM into another phone to narrow the issue down to either the network/SIM or her phone.

If it makes you feel better, never in my years using Windows Phone 8 and being into mobile have I seen spyware or anything of the sort. And I have no reason to believe such tools exist now.

However, better make sure the obvious stuff is in order like whether there's reception, etc.
