Please provide us with more details. What happened before it got locked? What does it say on the locked screen?

Yes please... we need more information about what you mean by "screen is locked."
If that means the phone is stuck on one screen and has "frozen" that is a different problem from a lock screen that will not unlock and let you use the phone...
As a quick fix try a Soft Reset. Hold down the Power+ Volume Down buttons until your Blu vibrates and reboots (about 10 seconds).
